All students must complete a student enrollment form, which will undergo a thorough background check to determine eligibility for state licensing. An essential requirement is a nonrefundable $120 application fee. However, submitting the fee and form does not ensure admission to LCBCI; students might be placed on a waiting list. It is mandatory for students to have a $120 money order ready when completing the application to begin the enrollment process.

**Lillie Claire Beauty & Cosmetology Institute Policies and Procedures**

1. **Enrollment and Admission Policies**

1.1 Eligibility Requirements**
- Prospective students must be at least 17 years of age and possess a high school diploma or GED. Applicants must provide valid identification and proof of education.

**1.2 Non-Discrimination Policy**
- Lillie Claire Beauty & Cosmetology Institute admits students of any race, color, religion, sex, national origin, disability, or age. We are committed to providing a safe and inclusive environment for all students.

1.3 Purpose**
- Lillie Claire Beauty & Cosmetology Institute offers virtual and remote education to provide flexible learning opportunities for students while ensuring compliance with the Texas Department of Licensing and Regulation (TDLR) requirements.

1.4 Scope**
- These policies apply to all virtual and remote classes offered at Lillie Claire Beauty & Cosmetology Institute for the Barbering, Cosmetology, Esthetician, and Manicurist programs.

**1.3 Enrollment Agreement**
- Students must sign an Enrollment Agreement, which outlines the program details, tuition costs, refund policy, and expectations. This agreement must be reviewed and signed before the student begins their program.
- The Enrollment Agreement must clearly outline the distinction between virtual and in-person requirements. Students must acknowledge understanding the hybrid nature of the program


2. **Attendance Policies**

**2.1 Attendance Requirements**
- Students are required to attend all scheduled classes and complete a minimum of 600 hours (or the required hours for their specific program) to graduate. Students must clock in and out using the school's time-tracking system. Excessive absences may result in dismissal from the program.

**2.2 Virtual Attendance Tracking**
- Attendance in virtual classes will be tracked through the school's Learning Management System (LMS). Students are required to log in and participate in all scheduled virtual sessions.

**2.3 In-Person Attendance**
- Students must attend scheduled in-person sessions to complete the practical components of their training. Failure to attend these sessions will affect their ability to complete the program.

**2.4. Make-Up Work**
- Make-up work for missed virtual classes can be completed online, but missed in-person practical sessions must be rescheduled and attended at the school.

**2.5 Program Hours and Completion**

- **Barbering**: 1,000 clock hours required for completion.
- **Cosmetology**: 1,000 clock hours required for completion.
- **Esthetician**: 750 clock hours required for completion.
- **Manicurist**: 600 clock hours required for completion.

**2.6 Virtual and Remote Instruction Limits**
- As per TDLR regulations, a portion of these hours may be completed through virtual or remote instruction. However, certain practical skills must be completed in-person to meet state licensing requirements.

**2.7 TDLR Compliance**
- All virtual and remote classes are designed to meet the curriculum standards set by TDLR. The content delivered online will cover theoretical knowledge, while hands-on practical skills will be assessed in-person at designated intervals.

**2.8 Make-Up Work Policy**
- Students who miss class are responsible for completing missed work. Make-up hours and assignments must be completed within two weeks of the absence, unless otherwise approved by the instructor.

**2.9 Leave of Absence Policy**
- A leave of absence may be granted for up to 60 days for personal or medical reasons. Students must submit a written request, and the leave must be approved by the school administration. The student's return must be coordinated with the school to ensure proper scheduling.


3. **Grading and Academic Progress Policies**

**3.1 Grading System**
- Virtual assignments will be graded using the same criteria as in-person classes.
Grades are assigned on a scale of A (90-100), B (80-89), C (70-79), D (60-69), and F (below 60). Passing is considered a grade of C or higher.

**3.2 Satisfactory Academic Progress (SAP)**
- Students must maintain both virtual and in-person a minimum GPA of 70% and complete at least 67% of their scheduled hours to remain in good academic standing. Students not meeting SAP standards will be placed on academic probation and may be dismissed if they do not improve.

**3.3 Evaluation Frequency**
- Students are evaluated at the end of each quarter. These evaluations assess academic performance, attendance, and practical skills.



4. **Conduct Policies**

**4.1 Student Conduct Policy**
- Students are expected to conduct themselves professionally at all times. This includes adhering to the school's dress code, respecting others, and maintaining a clean workspace. Inappropriate behavior, including cheating, harassment, or substance abuse, will result in disciplinary action.

**4.2 Disciplinary Actions**
- Violations of school policies may result in a warning, suspension, or expulsion, depending on the severity of the offense. Students will have the opportunity to appeal disciplinary actions.

**4.3 Anti-Bullying and Harassment Policy**
- Lillie Claire Beauty & Cosmetology Institute has a zero-tolerance policy for bullying or harassment. All incidents should be reported immediately to school administration. Offenders may face suspension or expulsion.

**4.4 Code of Conduct for Virtual Classes**
- Students must conduct themselves professionally during virtual classes. This includes being appropriately dressed, participating actively, and refraining from disruptive behavior.

**4.5. Disciplinary Actions**
- Violations of the virtual conduct policy may result in warnings, suspension, or expulsion, similar to in-person classes.


5. **Refund and Cancellation Policies**

**5.1 Tuition Refund Policy**
- If students do not receive financial aid there will be NO REFUNDS and no transferrable of any sort for any reason once the students have issued money to Lillie Claire Beauty & Cosmetology Institution.
- Same goes for kits. Students are responsible and is liable for all their personal/school property if it is lost, stolen or damaged. - The school will not reimburse anything once the students have been issued items.
- Students who withdraw from the program may be eligible for a tuition refund based on the percentage of the program completed. Refunds are calculated as follows:
- 100% refund if withdrawal occurs within the first week.
- 75% refund if withdrawal occurs within the second week.
- 50% refund if withdrawal occurs within the third week.
- No refund after the third week.

**5.2 Cancellation Policy**
- Students wishing to cancel their enrollment must submit a written notice to the administration. Cancellation fees may apply, as outlined in the Enrollment Agreement.

6. **Health and Safety Policies**

**6.1 Sanitation and Disinfection Procedures**
- All students are required to maintain high standards of sanitation. Tools, equipment, and workstations must be disinfected before and after each use. Failure to follow these procedures may result in disciplinary action.

**6.2 Emergency Procedures**
- In the event of an emergency, students must follow the school's evacuation plan. Fire drills will be conducted regularly. First aid kits are available on-site, and students are encouraged to report any injuries immediately.

**6.3 Injury Reporting**
- Any injury that occurs on school property must be reported to the instructor and documented in an incident report. Students may be referred to medical facilities if necessary.

**6.4 Virtual Safety Protocols**
- Virtual safety protocols include maintaining a secure internet connection, ensuring privacy during virtual sessions, and avoiding the sharing of personal information during online classes.



7. **Financial Aid and Payment Policies**

**7.1 Tuition Payment Plan**
- Lillie Claire Beauty & Cosmetology Institute offers flexible payment plans. Students must adhere to the payment schedule outlined in their Enrollment Agreement. Late payments may result in additional fees or suspension.

**7.2 Financial Aid Policy**
- The school currently does not offer federal financial aid. Students seeking financial assistance are encouraged to explore private scholarships or grants.



8. **Graduation Requirements**

**8.1 Completion of Hours**
- Students must complete all required hours for their chosen program, including any make-up hours, to be eligible for graduation.

**8.2 Passing Final Exams**
- To graduate, students must pass both practical and written final exams with a minimum score of 70%.

**8.3 State Board Preparation**
- The school provides resources and mock exams to prepare students for the Texas State Board exams. Participation in these sessions is strongly encouraged.

**8.4 Completion of Virtual and In-Person Hours**
- Students must complete the required virtual and in-person hours for their program to be eligible for graduation.




9. **Placement Assistance Policy**

**9.1 Career Services**
- The school offers job placement assistance, including resume building and interview preparation. While we strive to help students find employment, we do not guarantee job placement.

**9.2 Virtual Career Services**

10. **Privacy and Record-Keeping Policies**

**10.1 Student Record Confidentiality**
- Student records are kept confidential in compliance with FERPA. Access to these records is restricted to authorized personnel only. Students may request access to their records by submitting a written request.

**10.2 Record Retention**
- Student records are retained for five years following graduation or withdrawal. Requests for copies of records must be made in writing and may incur a processing fee.

**10.3 Student Privacy in Virtual Settings**
- The privacy of students in virtual settings is protected under FERPA. Virtual classes may not be recorded without the consent of all participants.



11. **Complaint and Grievance Procedures**

**11.1 Grievance Policy**
- Students with complaints should first address their concerns with their instructor. If the issue is not resolved, the student may submit a formal grievance to the school administration. Grievances will be reviewed and addressed within 10 business days.

**11.2 TDLR Contact Information**
- Students may contact the Texas Department of Licensing and Regulation with complaints at (512) 463-6599 or through their website at www.tdlr.texas.gov.

**11.3 Virtual Grievance Submission**
- Students may submit grievances related to virtual classes through the LMS or via email to the school administration. Grievances will be reviewed within 10 business days.



12. **Equipment and Supplies Policy**

**12.1 Student Kit Requirements**
- Students are required to purchase a kit containing the necessary tools and supplies for both virtual and in-person components, for their program. A list of required items is provided upon enrollment. Students are responsible for the care and maintenance of their kits.

**12.2 Maintenance of Equipment**
- School equipment must be handled with care. Any damage or malfunction should be reported immediately. Students may be held financially responsible for damage resulting from negligence.



13. **Internship and Externship Policies (if applicable)**

**13.1 Eligibility for Participation**
- Students must maintain a GPA of 70% or higher and have completed at least 50% of their program to be eligible for internships or externships.

**13.2 Supervision and Evaluation**
- Internships and externships are supervised by licensed professionals. Students will be evaluated based on performance, attendance, and adherence to professional standards.



14. **Instructor Qualifications and Professional Development**

**14.1 Instructor Requirements**
- Instructors must hold a valid Texas license in their field and have a minimum of two years of professional experience. Instructors are also required to complete ongoing professional development courses.

**14.2 Ongoing Training**
- Instructors are expected to attend regular training sessions to stay current with industry trends and TDLR regulations.

**14.3 Virtual Instructor Requirements**
- Instructors delivering virtual education must be licensed in their field and have completed training in online education platforms.



15. **Advertising and Promotional Policies**

**15.1 Truth in Advertising**
- All promotional materials must accurately represent the programs and services offered. Misleading or false advertising is strictly prohibited.

**15.2 Use of Student Work**
- Student work may be featured in promotional materials with their consent. Students retain rights to their work and will be credited accordingly.

**15.3 Advertising Virtual Programs**
- All advertising materials must accurately reflect the hybrid nature of the programs, including the split between virtual and in-person instruction.



16. **Facilities and Equipment Maintenance**

**16.1 Building Maintenance**
- The school facilities are maintained to provide a safe and clean environment. Regular inspections and repairs are conducted as needed.

**16.2 Equipment Upkeep**
- Equipment is regularly inspected and maintained. Students are responsible for reporting any issues with equipment to ensure proper functioning.

**16.3 Virtual Classroom Maintenance**
- The virtual classroom environment, including software and digital resources, is maintained by the school to ensure accessibility and functionality for all students.



17. **Student and Instructor Insurance**

**17.1 Liability Insurance**
- The school maintains liability insurance to protect both students and instructors. Students are encouraged to obtain personal liability insurance as well.

**17.2 Health Insurance Requirements**
- The school does not provide health insurance. Students are encouraged to secure their own health coverage.



18. **Technology Requirements**

**18.1 Required Technology**
- Students are required to have a reliable internet connection, a computer or tablet, and any software necessary to participate in virtual classes (e.g., Zoom, Microsoft Teams, LMS access).

**18.2 Technical Support**
- Technical support will be provided during business hours to assist students with accessing and navigating the virtual learning platforms.
